Our hearts are grateful as we share that Paul Scott Morgan (69) died peacefully at home with his family on Saturday 18 April 2026, in Aiken, SC. His generosity and great sense of humor will be missed by so many friends, neighbors, and colleagues. Surely his memory will bring inspiration and comfort to everyone who knew his quick wit and big heart.
Paul was born on Friday 2 November 1956 to Bob and Arden Morgan at Fort Bragg, NC. He joined his sisters, Ann and Barbara, and an array of family pets in the annual migration to and from Army assignments across the continental United States. After spending the pre-Vietnam War years riding in high desert at Fort Huachuca, AZ, and a year in Aiken at St. Mary’s Help of Christians School, the family settled at Newberry Park near Thousand Oaks in Southern California. There, high school sports and horsemanship proved Paul was a great athlete and always a team player.
In the early 1970s the family moved back to Aiken, SC. Paul finished high school at St. Angela Academy where he played baseball, basketball, football and groomed racehorses at the track. He attended the University of California Berkley, University of South Carolina, and later Johns Hopkins University, completing advanced degrees in economics, international studies and systems engineering. Always one to see new opportunities, Paul started his own white water rafting business while in college and spent summers running outdoor adventure trips on the great western rivers of Northern California.
Paul joined the US Navy in 1983 following the tradition of his grandfather and great uncles, Navy Chiefs during World War II. He completed Air Officer Candidate School and earned his “Wings of Gold” as a Naval Aviator flying the new Seahawk H-60 helicopter. An Aegis-Seahawk “Plank Owner,” Paul’s WEST PAC cruises included port calls in India, the Philippines, and Australia, dolphin-watching in the Maldives, and multiple missions escorting oil tankers through the Straits of Hormuz. In 1988 he reported to Operational Flight Test Squadron One (VX-1) in Patuxent River, MD, where he led the fleet introduction of Airborne Night Vision Imaging System goggles (ANVIS-6), Global Positioning System (GPS) navigation and the Penguin missile. In 1990 Paul reported to COMIDEASTFOR in Bahrain as the Air Boss on the USS Blue Ridge, commanding the “Desert Ducks” and earning his “Officer of the Deck” qualifications through Operation Iraqi Freedom.
Returning from the Persian Gulf, Paul pivoted from operations to acquisition and excelled as an Aerospace Engineering Duty Officer. As the government chief test pilot at the Sikorsky factory in Stratford, CT (1994-97), Paul led the acceptance flight test program and was recognized by the Defense Logistics Agency for a first-ever Lean-Six-Sigma Kaizen event to improve manufacturing quality. At the Navy Personnel Command, Millington, TN (2001-03), Paul “detailed” aero engineering professionals to staff critical acquisition positions, shaping manpower, education, and training standards for his community.
At the Naval Air Systems Command (1991-93,1998-2008), Paul established a reputation as a problem-solver and innovator who defined strategies for training, mission systems and weapons, and life-cycle maintenance. These culminated in the Navy Helo Master Plan that defined long-term investments for the future helicopter force to achieve cost, manpower and performance efficiencies. His travels included Seahawk fleet introduction for Taiwan and Japan. Today’s naval force structure implements this vision.
After serving as Chief of Staff for Program Executive Officer – Cruise Missiles, Paul was selected in 2003 for command as the Program Manager for Navy and Marine Corps Unmanned Air Systems. Paul’s program office was the crucible for Unmanned Naval Aviation. From this single office, Paul defined the leading edge of innovation for national airspace integration with the FAA and international standardization with NATO. He built the business case for “focused flying” to secure long-term investment in unmanned solutions for the “dull, dirty and dangerous” missions – and became the thought-leader behind the DoD Unmanned Systems Roadmap, first released in 2007 and still guiding national security decisions today.
Under Paul’s leadership, Naval Aviation transitioned the USMC from the Pioneer to the Army’s field-proven Shadow as an affordable bridge to expeditionary Intelligence, Surveillance and Reconnaissance (ISR). His team developed the Fire Scout multi-mission tactical ISR solution and initiated a new commercial services business model to deploy Scan Eagle for shipboard operations at scale. When the USAF Global Hawk could not meet the Navy’s unique needs, Paul created the Broad Area Maritime Surveillance risk reduction effort and completed source selection for Triton, providing the High-Altitude Long Endurance ISR capability that completes today’s Maritime Patrol “family of systems.” Paul’s final task was the creation of three new program offices to distribute the portfolio within the organization to ensure long-term delivery of these warfighting capabilities.
While stationed at Patuxent River in 1990, Paul married Rebecca Morgan with whom he shared a life of love and laughter for 36 years. Shortly after their marriage, they bought a family farm, conserving 54 acres on the Potomac River where they raised their children, Arden and Jackson. From 2021 onward, they also maintained a residence at the edge of Hitchcock Woods in Aiken, SC.
Retiring from active duty in 2008, Paul worked from his “corner office” on the back porch overlooking the Potomac. He continued to pursue his vision for unmanned systems solutions and built partnerships within and beyond military applications. He explored “Big Ag” Integrated Pest Management applications with Washington state apple growers, Dole pineapple in the Philippines, and date-palm production in Saudi Arabia. Working with local and tribal government in Utah and Montana, he explored applications for mine reclamation and pipe-line maintenance.
Paul enjoyed cross-country road trips, rebuilding old Porsche sports cars, collecting firearms and moderating the Pelican Parts on-line board. An avid music-lover, he kept a running soundtrack of favorites refined by re-mastered originals and the latest covers. Paul could be found every afternoon curating his soundtrack with feline companions Franc and Gus and then making the rounds at the farm with his beloved dogs Dottie and Perry, checking in with neighbors and friends near and far.
Paul was preceded in death by his mother Arden P. Park Morgan and his father Robert L. Morgan. He is survived by his beloved wife, Rebecca A. Morgan; his daughter, Arden R. Morgan Faw and her husband Spencer H. Faw; his son, Jackson S. Morgan and his wife Madeline F. Carey Morgan; his sister, Barbara R. Morgan and her husband Fred W. Andrea III; his nephew Robert Morgan Purvis; and his sister Ann M. Lattimore and her husband Thomas A. Lattimore, Jr.
A memorial prayer service will be held at Shellhouse Funeral Home on Friday, 15 May 2026 at 11:00 AM followed by a reception at Newberry Hall, in Aiken, SC. A celebration of life will be held at the family farm on 10 October 2026, following a Mass of Christian Burial at Our Lady’s Church in Leonardtown, MD.
In lieu of flowers, the family asks that donations be made in Paul’s memory to the St. Mary’s River Watershed Association (St Marys River Watershed Association), the Hitchcock Woods Foundation (Hitchcock Woods Foundation) or Tunnel to Towers Foundation (Tunnel to Towers) — organizations that reflect causes meaningful to his lifetime of vision, care and service.
